“To the east, the third district will house equipment manufacturing facilities. Equipment manufactured at these facilities by the Liberal Clan will be exported worldwide with the independent authority held by the Liberal Clan, without the need for approval from the Japanese government. To the south, near Kyoto and Osaka, the fourth district will feature ordinary residential facilities. After explaining the four zones of the city that would become the new home, Myung-jun introduced the massive facility in the center of the city.
